For now that is true. At some point the DHF fund may simply be clearly extraneous.
I don't think we are close to that, and I don't agree with the premise in the post that the amount in the DHF matters at all to "decentralization". It's non-voting stake that is controlled by all voting stakeholders and is highly secure (as noted in the post).
