Whether highly voted funding posts should be on "Trending" has always been debated. There are arguments either way. It's mostly a cosmetic (not "good content") vs functional (people should see where rewards are going) tradeoff.
As for moving the needle (at least incrementally), that would be nice, but isn't necessarily the goal or only goal. If $100 reward pays out here, goes to the stabilizer and ends up in the DAO, that means $125 added DAO funding (at current prices). It is also an immediate profit of $25 for Hive stakeholders on net since if one traces the process from inflation feeding the reward pool through the rewards going here, being traded, and then sent to the DAO, all of these are effectively owned by Hive stakeholders.
Is it clear that other uses of reward funds generate more than $25 value add for Hive stakeholders on $100 rewards? Maybe but definitely not clear, and easy to doubt.
As for why is this here rather than a proposal, the answer is that all of the available DAO budget is already being used (in large part for stabilizer, but not exclusively). If there is more funding desired, then post rewards can be directed as well. Recall that only 10% of inflation goes to the DAO while 65% (I think) goes to the reward pool. Structurally, the DAO is set up as having only a limited and relatively small budget, for better or worse. (The ninja fund does add to it as well, over a period of years.)
I voted for this because I think the immediate 25% is good enough visible ROI to be a good use of reward funds.
