I like LOW because it redirects any profits from conversion back to the DAO and ultimately the benefit of stakeholders rather than private actors. In an ideal highly-efficient market there wouldn't be profits, but that's not reality at this point.
However, you are right that HIGH is more important than LOW at this juncture, since LOW at least has other ways of being dealt with through incentives, and HIGH really does not. I will likely prioritize HIGH for the initial proposal and defer implementing LOW until a later update.
