Well, I don't agree that it is very dangerous. I'm not overly concerned with maintaining a fixed percentage of governance and I don't think that's part of the Steem/Hive model the way it is for some coins

In your example, if half the HBD supply were converted during haircut, that would only be 5% inflation. If the price falls and half is converted again, that would be another 5%. I do agree this could result

Nope. You're assuming multiple cycles. For a single cycle of high supply due to overpriced HBD which then results in a surge of conversions at a low price until the oversupply is resolved, it can not be

I can't say I disagree with you about long term governance, but I don't agree that HBD is a major issue. Poor governance can, and likely would, run the system into the ground with or without HBD.
