I think for that to really happen you need to go to like an 80/20 curation split, 50/50 doesn't seem 'enough', don't you think? Possibly. That exact question has been debated by stakeholders, witnesses

On most of those sites (reddit being a partial exception) curation is not done by user votes. It is done by the companies themselves, partially via algorithms and partially via paid human curators/moderators)
