Edit: They have fixed the problem, for now, by powering up 750000 Steem to steem@steem, from steemit2@steemit2.

steem@steem, the account Steemit uses to register accounts, is running out of Steem Power. They have 14 Steem Power, as I write this. Actually, they have 6,325,814 Steem Power, but they’ve delegated 6,325,801 Steem Power. Delegation is a way to let other users use your Steem Power for voting, because SP determines the value of a vote. It’s also used to find the amount of bandwidth a user has. Bandwidth prevents users from slowing down the network by broadcasting lots of transactions.
If you have very low SP (less than 5 SP), then you won’t even be able to perform some basic actions. Whenever a an account is created, Steemit delegates Steem Power to them, so they can do these things. However, they now only have 14 SP, which is less Steem Power then the amount they give to new accounts.
So, they’ve started reducing the amount of Steem Power they’ve already given to the accounts they’ve made. However, because of how delegation works, it takes 7 days for undelegated Steem Power to return to it’s original owner — Steemit in this case. In those 7 days, nobody can use that Steem Power.
This means that Steemit can’t, and hasn’t create any new accounts right now. If you want to help, you can power up Steem to the steem@steem account.
