Whether it was to be or not, Putin believed it was going to happen. As Kennedy did in the 60s, he is considering a nuclear response, that he feels may be a defensive move. In both instances the leaders contemplating these actions are morally driven (in their own minds) to an insane option.

I do not approve nor condone aggressive behavior from either side! We were appalled at the Russian missiles in Cuba, yet now the prospect of missiles on the Russian border is just fine. Since Putin will respond from his perceptions, we should look at things from his understandings.

In answer to your question on missiles based in the Ukraine...missiles with a flight time of seconds at that distance, are a special threat! They become a first strike weapon system, since retaliation takes longer to order than the impact time left with nukes so close. The only options they would have is to set up an automated launch response, to be destroyed if inadvertently fired. This would spread the cores over the surface of our World. 🤢
