Method of making hot water, that it more than 100% efficient?

This has been floating for decades. I have seen one operating unit myself, but have not been able to check efficiency. That said, it was Impressive on the hot water output vs electrical input! So there may be something here. I suspect that abused water, separates and burns inside this unit, rapidly increasing temperature by direct combustion within the water itself.
