After languishing in a month long economic lock-down some individuals are breaking the law to make a living. As highlighted in the Council Meeting people are already struggling and some can even afford a petty $50 dollar fine.

You note a few places that people are breaking the "law", is it a law in Texas that was broken? I don't know Texas laws, but I have seen people actually demand to be told the law they were breaking, in some cases after a confrontation the law enforcement walked away.

I am also not sure what the authority "orders" from the Governor have. Considering that there are many times mandatory evacuation orders given from a Governor during hurricanes and most always there are people that choose not to leave. This choice is most often accompanied with the notice that there will be no public safety services available for them.

Perhaps the Michigan approach is overdue.
