Interesting concept; I think a bit more clarity on why people are being downvoted would help. Too many users are pushed off the chain by silly downvotes, so a place to view whether the offender is the author or the downvoter is useful. Maybe it could even help the decentralised frontends come together to have a 'black list' of 'bad' accounts, spammers/fraudulent posts, etc. AI content, for example, is still an open debate in Hive overall, I think, so each frontend/community has its own rules. I think most can agree that content with some human touch is more valuable than AI content, though.
