Where is the decline payout and other payouts function button ?

Most users might have been wondering where the payout function buttons are, initially, the button should be in the marked area in the image above.

After undergoing some researches, i found it at last.

  After that, some other function will pop up, amongst the functions,
• Click settings,
  
• The settings option will take you to a page illustrated below
  
  You should be there now, choose your payout options there
• You can also set your payout choice for your comments too
