There are specially-trained "service animals" that serve an actual function, like carrying insulin for diabetics that may become incapacitated or for people that are prone to seizures. "Emotional support animals" became a joke, where any rich person could get their purse dog allowed onto a plane or into a restaurant. The culmination of this I think was when someone tried to bring an emotional support pony onto a plane.
