We had a choice of 3 characters to "redesign". I picked Katara from the Last Airbender and made her into a Mortal Kombat character, sort of a hybrid of Sub Zero and Kitana.
As always, start with a fat brush and make my stick figure outline.
Then begin scribbling up the bulk of the figure, gradually using a darker shade of blue and a finer brush.
For the black outline, I used about a 30% opacity black. This forces me to go over each line a couple times, makes the line work look more sketchy and less like digital art.
Used a broad brush to fill in most of the flat colors.
Then created a couple separate layers for the shading and the highlighting. Also phoned in a background just to have something besides an all-white drop. For the water bending, I wanted to make something similar to that bladed fan maneuver that Kitana uses in Mortal Kombat. I could've spent a little more time on the water effect, but deadline is imminent. Anyway, I'm happy with how the rest of her turned out. Hope you like.
