The reason that your income appears to be negative is that there are a few factors, some automatic and some controlled by the current president @ecoinstant. There are some pluses to the current tax situation though that bonus certain categories and even though your income appears to be negative, you won't actually lose any money, rather you will have basically no income at all each day.
Alas, the president and tax situation can chance every two weeks and the strategy may have to morph with it when it occurs. Some advice I could offer would be to maybe invest in a law firm, which will reduce your total taxes by a huge bonus (10% i believe offhand). You may also want to focus tech or buy police stations that would both reduce your unemployment so that you have no income loss, but also reduce your substantial crime rate and avoid penalties.
Other than that, I would say that you have a good amount of starter education for tech discovery and just want to remind you that holding a bit of sim is never a bad idea, as sim power can earn you hive each day and governing/lobbying power.
