hopefully there is already a legal opinion about if hive is a security or not (I don't think it is but what do I know)
Getting those kind of opinions can cost $10k plus.
Also being fully decentralized with no main entity being in control most of the questions would be hard to answer, unless someone creates a company and applies and mediates with coinflip on behalf of the whole blockchain in good faith.

Gridcoin has this same problem, no central company or entity making it hard to meet most exchanges requirements.
