I don't know what it is about Japan and its penchant for cuteness but you see it everywhere in the country. Usually at a road construction or at a construction site you will see these guard rails with these cute stands. Sometimes they are used as barricades at events and I have managed to capture a few photos.
Found this treasure trove just outside a company that manufactures these plastic stands. I have no idea how much they cost though.
