This change will update the vote information for a post 9 seconds after the user does an upvote or a downovte

Could you elaborate why a shorter delay is not aimed at? What are the technical limitations here, considering that blocks are validated within 3 secs? I would consider a fast response time to be a critical factor for the user experience.
