I think anybody could anonymously write whatever they want without concern for downvotes, if they have enough resource credits. The account"s reputation would be trashed and the account would never earn anything. However, the posts could not be stopped. This only occurs if reward is detached from the personal motivation.

Being open the way we are and wanting rewards is what silences us. But if we have an alt account without profit motive, we can write anything.
