You'd have to wonder if transportation in the city is strictly aerial and if there is a valid reason for that.
Or if there would be both flying and normal driving cars.

Would the flying cars have their own special garages or parking spots up above or would they have to land and stuff.

The city map can pretty much remain the same but with some very distinct flight routes that are maintain with minimal restrictions and also a flight speed limit.
