Feature request for Downvotes 👊

@steemchiller, I know you have a lot to do, but still. Just an idea. Maybe you can think about something useful here.

Current situation

• The are still a lot of posts that are useless but some people give them votes.
• Since HF21 & HF22 we have some downvote power.
• I try to use all my upvote power, so nothing is wasted. To do that I follow people and filter content by tags.
• I want to do the same with downotes, but I do not want do follow the abusers.

The issue/s

• How to find out all the bad guys?
• How to find out how much downote power do I have?
• How to know how much percentage to use for abuser?

Ideas

• Create a new tab with TOP100 posts from all over the STEEM blockchain
• Filter out those that are downoted with big rewards and are not under water
• At the top of the list are those that have the most upvotes/downotes. When they get enough downotes, move then down. When they are under water, remove them from the list.
• Show my downote power and how big percentage should I use to kill some rewards that are left on that post

Or maybe you have some ideas on how to do it. 🙏🏻
