Overlooking the Sacre Coeur in Paris. This used to be one of my favorite places at night. Commonly, people would bring bottles of wine and chill on the steps. That is a great thing in France, no one cares if you drink in the streets. Very similar to Tel Aviv, Paris has a big park culture, and in the summer a lot of people camp out in parks to catch up and drink.
