I think that you have more background to such a situation as I have.
What would you do?
For me, time out is sitting in a bunker and therefore legitimate.
My rule is against the resigners at an early stage without fighting, and therefore giving the stronger players a big advantage for more games. And it worked very well this time.
But anyway, next week there are new rules :)
