Comparison with Marketing Plugins

Why WordPress Accepts It
WordPress.org accepts this plugin because it is open-source, adheres to technical standards, and can be used for legitimate purposes (notifications, forms, occasional announcements).

Comparison with Marketing Plugins
Unlike marketing plugins such as OptinMonster or Hustle, PixoNex Clean Popup is minimalist and geared towards clean and simple popups, without advanced email capture features or mass advertising.

Conclusion on Usage
In summary, PixoNex Clean Popup does not inherently encourage spam, but its use depends on the administrator. WordPress presents it because it is useful for targeted and non-intrusive notifications, but improper configuration can turn the experience into spam.
