Democracy is not simply a matter of a state, election etc. It is mostly a matter of culture. When only two people want to do something jointly, it requires a culture. A good culture cannot be built without democracy. Democracy is part of love and emotion. If you love a person you will love his freedom of opinion even if his opinions contradict things you say. So democracy should be established in every family also. We are losing joint families because we did not understand the importance of democracy in families. We did not think about mechanism that can uphold and help democracy in families.
