Trying to hit military targets is far from terrorism. Terrorists specifically target civilians to spread terror in general. Us hitting a Iranian General, who by the way is linked to the proliferation of EFP IEDs in Iraq, is to spread fear not in general but to a specific group of people openly hostile to us and our allies.
