Currently, only 45 percent of the government jobs are recruited on merit, the remaining 55 are on quota basis. Generally, in this 55 percent, freedom fighters-child quota is reduced to 30 percent, only 10 percent in district quota, 10 percent in women quota and 5 percent in tribal quota. Because of the quota, someone who is behind the merit list gets jobs in thousands of places, whereas others in the mercantile are also deprived.
According to Article 28 and 29 of the Constitution of Bangladesh, there may be a specific quota for 'tribals' as a backward class of women or society. Article 29 (3) of the Constitution has granted special quota for jobs to the 'backward section' of the citizens, not for the 'backward region'. As a result, district quota is not a constitutional basis. According to the constitution, there is no legal basis for freedom fighters quota. People from all walks of life have participated in the liberation war, so the freedom fighters, especially their children, can not be considered as a disadvantaged part.
