Maybe, but probably not. If there were, I would assume that it's too early for it to be useful enough for a full production application.

However, what you're suggesting is definitely an interesting idea and I think could signal the future for the blockchain world and for Steem. I could see it providing an interface for creating websites, similar to Squarespace or Shopify with the addition of having upvote buttons that reward users. It's for sure in the realm of possibilities and could be a good idea.
