You can view all the tags at https://steemit.com/tags.. When you do that you will see all the Tags with their respective number of posts and payouts. Depending upon the subject of your article you can choose five most payee tags that you see on that page.

But the bigger a payout on a tag is the more posts it has. The more posts it has the tougher it will be for your post to stay visible for others.

My strategy is to include tags that have less traffic as well, so that my post remains visible for some time even though to a small audience. A combination of highly paid tags along with tags that have less traffic proves to be a better strategy. Make sure your tags are relevant to the post you are making.
