How "from scratch" do you want to go? My "from scratch" was using a vps (which I'm in the process of moving even more locally to a little NUC sitting on my desk) and installing and configuring everything from the operating system up and I don't know about you but I haaaaaaaaaaaaaaate sysadmin XD

I don't do websites all the way from scratch anymore though, because I need the dynamic and the databases and all that and I hate doing databases I just use Drupal. The themes still get done more or less from scratch as I always write my own (the only stuff I don't write is the super basic theming provided by the minimal install and any modules to keep their things legible and provide classes so you can theme it).
