I both get why they were doing that but also don't get why they let that go for so long x_x
Now if only schools in real life had to similarly pay for inaction (someone I knew once had severe bullying issues with the school and did all the right things and went through all the right channels to no avail, things were implemented to say they were doing things but they were done ineffectually, in the end they pulled the kid out of school as they weren't quite as game as Barbera and her parents to endure nonsense for so long, and the school marked the problem as "resolved").
