Ahh, the funds used to fill up the DAO, right.

It is actually more than 10%; it's 10% of the entire rewards pool, not 10% of the author rewards. Those are the exact funds I'd like to see used for the UBI right now. Or anything else for that matter, other than burning it or further funding the DAO because it's rather meaningless now.
