Introduction
To understand this idea that is not new but very unknown, we must begin by understanding the fundamental bases for which were created Web programming languages such as PHP and its plugins, Laravel, Bootstrap, CCS 3 Styles, Hypertext Html5, Javascript and a host of libraries, complement a programming language that in my opinion does not send anything to any other because it has evolved and adapted over time in a formidable way.
Web development as local applications with database.
In the Venezuelan environment within my university and post-university training I have decided to dedicate myself to this unique programming language, because I have not achieved anything that still can not be done in PHP.
In this way one of the most practical approaches that I have practiced are the software with web environment that work locally or in local networks using the pages as a reservoir of data, where the information is processed with what we call "CRUD" Create, Read, Update, Delete) which allows you to make well-adapted forms that work securely, and that make easier the work of organizing large masses of data.
The Key is in the local servers that run through a SQL database with programs like XAMPP, of course it also requires an apache server that comes in the same program.
What is a SQL Database?:
It is a programming language developed for the manipulation of data in a database, one of its qualities is the handling of algebra and relational calculus which allows you to add even more qualities when coupled with PHP.
Now with these tools in our power, we can develop local services that include "CRUD", mathematical calculations, multimedia execution, data organization among many others, all this in a local way loading the information to the database that will be activated prior to the execution of the local program with two simple buttons turn on Apache and turn on.
For the development of hypertext I recommend "Visual Studio" because it has the ability to color the different languages that are mixed with PHP and so you can differentiate one from another, "know where is that line of Javascrit you wrote".
On the other hand the connection to the database by using jquery another element that points to php and html in a very good way helps to save multimedia elements in the database.

Another great tool that will allow the programmer to refresh sectors of the page without the need to update it, which makes the program we develop super dynamic when using its tags.
How can these programming languages help locally?
The program by having a well-founded database and using the different PHP Frameworks we will be able to use programs in a local way accessing to an endless number of administrative possibilities or as work tools, which will facilitate the work to many.
Why use this language instead of another?
Because PHP is a multiplatform language that is not tied to any operating system because it operates under web environment and is adaptable, something that many other programming languages do not have.
Another reason would be its versatility that allows it to interfere in areas such as desktop applications and even Apps.
