This is a friend’s character, an Aasimar Wild Magic Sorcerer named Icarus! His sword is that of a bone from the wing of an angel mentor, torn down by a devil. Razor sharp feathers swirl around his blade, dealing extra damage. (He is, sadly, dead... due to his own wild magic folley.)
