Opening Nordstream 2 won't help if the Russians refuse to pump gas through it...

Remember Russia could pump gas through NordStream1 but is only sending 40%.

Russia wants the sanctions lifted in return for pumping gas, but this is not in the control of German politicians.

SWIFT is under the control of the Belgians. Russia's foreign reserves held in euros are under the control of the EU. Germany would have to persuade the other eurozone states to release that money, but they won't budge. Remember that Baltic states like Estonia and Lithuania are in the euro and will veto attempts to release Russia's reserves.
