Where is the Hive DAO?

I think HIVE does not have the original "Ninja Stake", which means that the only things that are funding development are income from upvotes, and income from running witnesses. -- Where is the DAO, and how do we integrate DAO contributions into community participation or as a flat overall systemic tax?

Then, how do those funds get distributed in the DAO via a voting mechanism from the participants?
