I completely agree with your positions on the three questions: cull of the current list, cool off period and NO to a vote to all members.
After the culling there should be a monthly or bi-monthly verification if each member is at least posting 50% (or greater) of their posts about steem (crypto), silver or gold. Those who are not should say goodbye to our dear precious.
About new members that don't have the 10SP, I will delegate them, if my above proposition were to be accepted.
