I don´t have much experience with earthquakes (only twice ones of about force 4 when I lived in the Bay Area many years ago and it was a very strange feeling but not dangerous for buildings) but I don´t think I would have had the guts to stay indoors, probably I don´t trust or know enough about the construction process, so my instinct would be to get outside also.
