Just learning about this a bit more, would someone PLEASE provide me a quick response to what (I hope!) is a simple question:

Can commentrewarder@commentrewarder handle it, if the upvotes of the post author (who designates CR as beneficiary) are below the "dust threshold" for upvoting comments?
