First slowly and then all at once. There will be an in between period in my opinion where there will need to be some regulators making sure it all doesn't go to hell. Eventually it will reach the point you are talking about, but it is naive to think that the government won't go down swinging. Having people that understand the nature of the future ahead will help in the easing process in my opinion.
