I think that you're missing the forest for the trees. It's not "two-tier policing". The oppressors are actually working with the violent new arrivals, or vice versa. It's all part of the plan. Calling it "two-tier policing" is like calling the IDF "two-tiered military action" because they murder only Palestinians.
