No one who wants to maintain a hold on power wants to be known, Much like the Wizard of Oz, it's far safer to run things from behind a curtain and let the flunkies take the slings and arrows if indeed any are fired. The best way to hold power is to create the illusion that "there is no power", as the NPCs believe.

I worked in finance for a while, and I always told people that I didn't want to be Bill Gates, but rather I'd be his financial guy, who was named "Mike Green" (if that was his real name. This was 25 years ago, so who knows). He'd fly all over the world and financial investment firms would kiss his ass as if he were Bill Gates, but of course he maintained anonymity. My guess is that the people, if they are even human, that are truly in power are completely unknown to us. Maybe the true shaker and mover is Alex Jones and he's just pulling a "Usual Suspects" move on all of us :)
