There was of course no "first Civil War". A bunch of people decided to leave the government of the USA. They didn't attack that government nor that country, at least not at first. Then the tyrants who ran the USA decided to force those who wanted to leave to stay and force them to live under their rule. Now we have passports. Same idea. You literally CAN'T leave the land claimed by the government and that government claims that since you are on its land, you have to live under its rule. This is called "government under the consent of the governed" which is completely the opposite of the truth.
