Do have them on an account which has bought a spell book, or did you transfer everything to an alt?

You need to have bought a spell book on the account which holds the resources to qualify.

For example THIS account hasn't bought a spell book, hence why I transfered ALL my SPT over to my main account which has bought one and, staked in there and delegated it back to this one.
