This is very complex. But in general small projects havent been supported enough, while always the same people took out the money of the DHF fund for stupid projects. The money is just wasted. And we didn´t make enough good/professional projects and stuff to drag more people into the chain. There were alot of good ideas but they never got any funding.
The chain is ruled by only a few very powerful people, and that´s where the money flows to.
