You know what, that could probably be done via crypto with like a DAO. I didn't think of that before. Maybe float a coin with a premine to fund the startup costs. Could be tricky to make happen with the legal issues of doing that these days, but I think still possible if it was structured right. That's one of the reasons I was thinking an actual centralized entity at first, just to get things started and cover the costs of prototyping and whatnot but if there was no entity to actually target right off the hop, would be pretty ironclad against future attacks.
