No, you should run only one steemd.exe instance on one machine

Try this- steemd.exe --resync and then copy paste the downloaded blockchain again in the same folder as you did earlier re-run steemd.exe

I can make a windows application for you but that will take some efforts and may be one night to code. I may do this if someone is ready to pay or for free may be if I get some time
