Actually, the opposite is true. In Montana, everyone carries a gun, we all have guns in our vehicles, homes and on our person. Because of this, Montana has one of the lowest crime rates in USA! Basically, you have to assume everyone is packing heat. Therefore, no one even tries to be bad to each other.

Do not assume that humans are naturally bad. I bet your people would be just fine, if not safer, if everyone had guns. It is a common misnomer. I believe that people are naturally good, but there are always a few bad apples.
