There has been a long going argument between power and intelligence. It is alwsys been assumed that power hold an upper hands over intelligence. But history has proved so many times that intelligence is always superior. We already have sanskrit lines from ancient books that depicts the same :

बुद्धिर्यस्य बलं तस्य निर्बुद्धेश्च कुतो बलम्|

वने सिंहो मदोन्मत्तः शशकेन निपातितः||

Buddhiryasya balam tasya nirbuddheshcha kuto balam.
Vane simho madonmattah sashakena nipaatitah.

Buddhih + yasya.
Buddhih = intelligence.
Yasya = whose.
Balam = power.
Tasya = his.
Nirbuddheh + cha.
Cha = and.
Nirbuddheh = a stupid person
Kuto = from where
Vane = in a forest.
Simho = a lion,
Madonmattah = intoxicated by passion. Shashakena = by a rabbit.
Nipaatitah = destroyed.

The lines states that "Whosoever is intelligent is also considered powerful. How can a stupid person (although physically strong) be a powerful person? See, in a forest a rabbit was able to destroy a Lion intoxicated by passion."

In a very simple words from *panchantra story books we can relate this phrases. The story is about a rabbit. The rabbit induced the lion to believe that his reflection in the water inside the well was another lion, whereby the lion jumped inside the well to fight with
his reflection in the water and died.

It simply means that merely possessing the power by a person is not sufficient and the person must be intelligent enough to wield that power.
