It can be closed. You could forget about it for a year, then claim the entire year's Gas at that point. As long as you hold NEO in the wallet, you are earning Gas.

A very valid point. Many newcomers are enticed in with the examples of 1000%+ increases on each pump. In reality they most likely won't get in at the lowest price, and they won't get out at the highest.
