@jerrybanfield advices that I should go with smaller project.

The main idea is to give incentive to the new comer. First thing start with delegated SP.
The following data are assuming and not the real data.
If I have 10000 SP my 100% upvote worth 2.37 with current price.
If I get 1800 person within 6 months.(for 200 we already have it)
600 person may come in within 2 months so 10 person may join per day.So I can upvote them with around 2.3 $ in total. This would be around 0.8 in SBD after split.
This is for only first two months. After I got 600(800 in total) I want to double the SP from 10000 to 20000 SP. So I can upvote 20 times with the same payout(may be more)
After getting 1200 users( 1400) in total I want to get 30000 SP to upvote new comer and existing members( this upvote would be random or with less voting weight).
After getting 2000 users the rest things is to follow up. In this phase If you delegate SP to me you may undelegated. I want two more months to hold SP for follow up purpose.
But this three phase may not be measure by months ( this is just the estimation). It will measure by how many person will come in. After I got 600 person It will advance to phase 2. It may be more than 2 months.

For ideally phase 1 will take 2 months, phase 2 will take 2 months and phase 3 will take also 2 months. And the last phase is to follow up, this is also 2 months.

I someone give me steem instead of delegated SP. The steps may change like this.
Current price for lease SP from minnowbooster is around 60 SP/steem/week. So I need 600 Steem to lease 10000 SP for 4 weeks.( It would be cheaper if I can get with cheaper price).
